什么是言论自由？(freedom of expression?)
从本质上讲，言论自由是言论自由，尽管这个词最常用于描述口头表达以外的渠道，即写作。其主要目的是保护信息传播权，同时也保护寻找和接收信息的权利。一些国家对言论自由有限制，少数国家根本不承认言论自由是一项权利。尽管如此，《公民权利和政治权利国际公约》和《世界人权宣言》（第十九条）都认为言论自由是一项人权。。
言论自由被认为是功能民主的关键。寻找、接收和传递各种形式信息的权利是举行有效和公平选举的关键。它也是任何由公民控制的政府的基石，因为了解政府决策和行动对于政治透明度至关重要。
虽然这种自由在许多国家是一项受保护的权利，包括美国——美国受第一修正案的保护——但大多数国家都有限制。这些措施通常包括禁止儿童色情、某些广告法规和淫秽法律。在美国和许多其他国家，在没有危险的情况下表达危险威胁也是违法的。
管制仇恨言论可能是言论自由方面最具争议的问题之一。仇恨言论被认为是思想的传递，通常只有在伴随着威胁或暴力计划时才对这种言论形式加以限制。大多数国家通常对媒体进行有关军事人员安全的控制，使得在可能危及军队安全的情况下传播有关部队地点或计划的信息是非法的。
言论自由还包括检索信息。这意味着人们有权查找和获取几乎任何主题的信息，包括政府的行动。虽然这种表达形式比其他形式有更多的局限性，但大多数民主国家通常都坚持这种表达方式。
自由和开放的思想交流不仅被认为是民主的主要支柱之一，而且也是整个人类发展和启蒙的支柱之一。言论自由使各行各业的人既能表达自己的信仰和观点，又能了解他人的观点。保护这项人权对一些国家和几乎每一个全球组织都至关重要。
