什么是网络中立？(net neutrality?)
网络中立性，通常简称为“网络中立性”，是一种支持所有使用网络的内容和服务都应被同等对待的商业理念。尽管它涉及任何形式的网络，无论是电话服务还是有线电视，但该术语最常用于指所有用户都有权平等地发送和接收信息包的互联网服务。根据网络中立的理念，互联网服务提供商（ISP）、搜索引擎、主要在线服务和其他公司不能限制或过滤用户访问竞争对手提供的服务。

关于无线互联网——特别是通过手机访问的互联网——是否与大多数人在家里或办公室使用的互联网有着根本性的不同，存在着分歧。移动互联网提供商经常争辩说，如果他们不能对自己的网络实施某种程度的控制，他们将被迫提高价格，以赚取足够的利润。他们还表示，如果他们不能从中获利，那么改善网络或开发新技术的动力就会减少。
章程
