什么是运营计划的连续性？(the continuity of operations plan?)
行动计划的连续性，或政府计划的连续性，是美国政府实施的一项战略，将确保政府在国家紧急情况下仍然能够履行基本职能。该计划最初是在冷战期间构思的，但在2001年9月11日恐怖袭击后首次实施。最初，它是由德怀特·艾森豪威尔总统实施的一项计划，旨在应对可能的核打击的后果，并确保联邦政府运作的存续。今天，许多国家的政府，甚至公司都制定了类似的计划 .
为了使行动计划的连续性能够成功地继续履行政府职能，必须采取一些措施。每个机构与总统办公厅一道，负责制定继任顺序、授权、设施的连续性，并确定必须履行的基本职能。在某些情况下，如果总统丧失能力或在紧急情况下无法联系到总统，行动计划的连续性可能会给其他一些人有限的权力，而通常只有总统拥有这种权力。。
