什么是腐败(corruption?)
有一条古老的公理经常适用于那些有政治野心的人：权力腐败；绝对权力绝对腐败。在本案中，“腐败”一词是指滥用公职谋取私利或其他非法或不道德利益。政治腐败与贿赂、勒索和贪污一样，是公认的刑事犯罪。有些表格可能会逃过法律的注意，例如雇用亲属担任关键职位，但它们可能无法逃过选举日选民的审查。。
当一个人接受政治任命或当选公职时，他或她必须宣誓维护公众信任。虽然这在纸面上听起来很高尚，但执行这一誓言可能会产生问题。很少有政治候选人在竞选过程中没有做出几项竞选承诺就成功上台，而这些承诺中的许多都是无害的，比如赞助一项法案或游说为学校提供更多资金。然而，其他承诺可能更接近于跨越道德界限，如雇用亲属或将政府合同授予有影响力的贡献者。。

然而，对于少数有经验的政治家来说，政治腐败是一种自然存在的状态。历史上充斥着腐败公职人员的例子，比如19世纪末纽约市的老板特威德和他在塔曼尼大厅的政治亲信。从贿赂、贪污到裙带关系、敲诈勒索和欺诈，特威德政府都对其提出了指控，但多年来，他一直在阻止执法。一些法官和执法人员已经在特威德老板的秘密工资单上。政治腐败可能始终是民主政府关注的问题，但在它影响到整个政治机构的完整性之前，有许多独立的制衡机制可以将其根除。。
