什么是“国会意识”决议？(a 'sense of congress' resolution?)
当众议院、参议院或整个美国国会的议员想要发出严厉的信息、陈述意见或只是提出一个观点时，他们会试图通过一项“有意义”的决议。
通过简单或同时通过的决议，国会两院可以就国家利益问题发表正式意见。因此，这些所谓的“感觉”决议正式称为“众议院感觉”、“参议院感觉”或“国会感觉”决议。
表达参议院、众议院或国会“感觉”的简单或同时通过的决议仅仅表达了众议院多数议员的意见。
它们是立法，但不是法律
“感觉”决议不产生法律，不需要美国总统签字，也不可执行。只有常规法案和联合决议才能制定法律。
因为这些决议只需要获得其发起所在的议院的批准，所以众议院或参议院决议的意义可以通过一个“简单”的决议来实现。另一方面，国会决议必须是同时通过的决议，因为它们必须以相同的形式得到众议院和参议院的批准。
联合决议很少用于表达国会的意见，因为与简单或同时通过的决议不同，联合决议需要总统签字。
“感觉”决议偶尔也会被纳入众议院或参议院常规法案的修正案中。即使将“意义”条款作为法案修正案纳入法律，它们对公共政策也没有正式影响，也不被视为母法中具有约束力或可执行性的部分。
那么它们有什么好处呢？
如果“感觉”决议不能创造法律，为什么要将其作为立法程序的一部分？
“感官”分辨率通常用于：
- 记录在案：国会议员个人以支持或反对特定政策或概念的方式记录在案；
- 政治说服：一群成员试图说服其他成员支持他们的事业或观点的简单尝试；
- 呼吁总统：试图让总统采取或不采取某些具体行动（如S.Con.Res）。2007年1月，国会审议了这一法案，谴责布什总统下令增派两万多名美军参加伊拉克战争）；
- 影响外交事务：向外国政府表达美国人民意见的一种方式；和
- 一张正式的“谢谢”便条：一种向个人或团体表达国会祝贺或感谢的方式。例如，祝贺美国奥运冠军或感谢军队的牺牲。
最近的“感觉”决议和修正案表达了国会一院或两院对许多问题的感觉。国会研究服务局（Congressional Research Service）在2019年举行的最近几届国会期间通过的一项关于“感觉”决议和修正案的调查显示，其中许多决议和修正案侧重于外交政策问题，特别是表达参议院感觉的决议。然而，“感觉”决议也在广泛的其他议题上获得通过，包括强调特定的国内政策优先事项；识别历史里程碑、人物或位置；要求某些联邦机构或官员采取或不采取特定行动。
虽然“感觉”决议在法律上没有效力，但外国政府密切关注这些决议，将其作为美国外交政策重点转变的证据。
此外，联邦政府机构密切关注“感觉”决议，以表明国会可能正在考虑通过可能影响其运作或更重要的是影响其在联邦预算中所占份额的正式法律。
